Fire and Life Safety Educator II (FLSE II)
An individual defined by National Fire Protection Association Standard 1030 who has demonstrated the ability to prepare educational programs and information to meet identified needs and serves as a manager for these programs and the personnel delivering them.
Budget
An itemized summary of estimated or intended revenues and expenditures for a given period, along with proposals for financing them.
Revenues
The income of an organization from all sources.
Expenditures
The money spent for goods and services.
Fiscal Year
A twelve month period during which an organization plans to use its funds, which may run from July 1 to June 30 or align with the calendar year.
Capital Expenditure
A purchase of durable items that cost more than a predetermined budget amount and will last for more than one budget year.
Line Item Budget
A format in which expenditures are identified in a numerically categorized line by line format.
Cost Benefit Analysis (CBA)
An analytical tool for assessing the pros and cons of moving forward with a business proposal, most useful where quantifiable data supports the case for implementation.
Tax Exempt
A federal designation granted by the Internal Revenue Service (IRS) to government or nonprofit entities, allowing purchases to be made without paying certain taxes.
Encumbrance
Funds that have been reserved when a requisition is finalized and placed aside for a transaction, preventing budget overspending even before the payment is physically generated.
Petty Cash
A fund customarily used for purchases of smaller dollar amounts, such as any purchase less than 100, managed by a designated custodian.
Purchase Order
A legally binding document typically issued by a finance officer that specifies the goods or services being ordered from a vendor for a specific price.
Sole Source Provider
A term used when there is only one source available for a specific item during the purchasing process.
Requisition
A formal request necessary for purchases exceeding a predetermined amount, such as 2,000, where a specific amount of funds is encumbered because the exact cost is not yet known.
Specifications (Specs)
Requirements developed by a department that govern every criteria that must be met for an interested vendor to be considered for smaller purchases.
Request for Proposal (RFP)
A formal process used for large or complex purchases where the department provides general information and the vendor determines how they will meet those needs.
Public Policy
What government does or does not do about a problem requiring consideration and possible action, including rules or regulations adopted by elected local government bodies.

A training mantra for subordinate educators involving three steps: the supervisor presents while the subordinate observes; they present together for modeling; and the subordinate presents solo while the supervisor observes.
