Block Grants

Broad grant money given to state by federal govt. They specify which general areas such as education or health services in. which the funds may be spent but leaves it to the state to determine the specific allocations.

Cutthroat Competition

Competition among states that involve adopting policies that each state would prefer to avoid. eventually one ends up falling

Dual Federalism

the federal govt and state govt each have mutual exclusive spheres of action

Elastic Clause

Allows congress to make all laws that are necesary and popery for carrying into execution the foregoing powers.

Enumerated Powers

explicit powers given to congress by article 1 s8, inclue power of taxation, coinage of money, regulation of commerce, and provision for the national defense.

Externality

public goods/bads generated as by products of private acitivity. such as air pollutiom (bad) by product of diriving a car.

Grants-In-Aids

funds given by congress to state or local govt for a specific purpose.

Matching Grants

grant of $ given by fed to state for which fed provides matchig funds, basically if state contributes teyll too.

Nationalization

shifitng to the national government resposabilities by stataes.

Preemption Legislation

Laws past by congress that override or preempt state or local policies. From supremacy law.

Shared Federalism

system in which national and state govt share in providing citizens with a set of goods

Unitary Government

system of govt in which a single govt unit holds the power to govern the nation
