recent developments
p1 democratic deficit
yes: must address demo deficity and regional inequalities. 45% scots voted for independence in 2014 polls show 55% support in 2026 (yougov). brexit scotland voted 62% remain mismatch btw scot and uk wide policies. cornwall and yorkshire pushed for more devolved pwrs to address local economic needs
no: could worsen deficits (unelected regional elites) + fragment accountability scot parl and welsh senedd r elected but pwrs limited (scot cant control defence or marcoeconomic policy) unelected mayors eg west midlands sig pwrs but low turnout (only 33%). devolved nations can persue divergent policies eg scot free tuition lead to voter confusion
p2 federalism
yes: could be compromise btw full devolution and centralisation. constitutional reform group 2018 proposed federal uk w more pwrs for englands regions lab 2024 devolutioon plans included regional mayors w greater pwrs eg west midlands combined authority.
no: unlikely to succeed due to political resistance, englands dominance and practical challenges. con govs historically opposed it bc threat to uk unity. 2023 b.j dismissed it as “recipie for chaos”. england =84% pop dominate fed structures leaving n.i,scot, wls under represented eg eng mps could outvote devolved nations in key decisions eg fiscal policy
p3 recent developments
no: uk gov blocked scotlands gender recognition reform bill- conflicts over devolved powers. supreme court ruled against scot parl-accusations of westminster overreach. DUP boycott of northern ireland assembly( bc of n.ire protocol) shows devolutions fragility, calls for irish reunification (50% in polls 2026) add pressure for radical constitutional reform
yes: devolution not a blank cheque. reserved matters list exists to prevent policy conflicts and protect uk wide standards-risk inconsistent rights accross uk. 2026 while 55% scots support independence only 35% support durther devolution of pwrs like gender recognition. gender recognition reform issue divisive even w snp voters 30% opposed (panelbase 2023)
n.ire assembly failiures r due to devolution design flaws not its absence. good friday agreement 1998 forces unionist and nationalist parties to govern together = sectarian divisions. DUPs boycotts (2022-2026) not a failiure of devolution itself. further devolution would encourage more boycotts bc give parties more veto pwr.
