If material, must be reported separately from regular cash on the balance sheet.

Can be short term or long term.

What is the compensating balance?

This is the minimum cash balance firms are required to maintain in their bank accounts. 

What is bank overdrafts and where should it be reported?

This is when a company writes a check for more than the amount in its cash account. It should be reported on current liabilities.

Are bank overdrafts offset against cash?

Bank overdrafts usually are not offset against cash.  However, if cash is available in another account at the same bank, then offsetting is required.
