Republic Act No. 776
Also known as 'The Civil Aeronautics Act of the Philippines', it provides for the reorganization of the Civil Aeronautics Board and the Civil Aeronautics Administration and the regulation of civil aeronautics.
Administrator
The officer who serves as the Civil Aeronautics Administrator and acts as the administrative head of the Civil Aeronautics Administration.
Aerodrome
A defined area on land or water, including buildings and equipment, intended for the arrival, departure, and movement of aircraft.
Aeronautics
The science and art of flight.
Aeronautical telecommunication
Any telegraph or telephone communication including signs, signals, writing, images, and sounds by wire, radio, or other signaling systems used in the aeronautical service.
Air Carrier
A person who undertakes, whether directly or indirectly, to engage in air transportation or air commerce.
Air Commerce
Air transportation for pay or hire, or the navigation of aircraft in furtherance of or in the conduct of a business.
Air transportation
The service or carriage of persons, property, or mail, in whole or in part, by aircraft.
Aircraft
Any contrivance used or designed for navigation of, or flight in the air.
Aircraft engine
An engine intended for the propulsion of aircraft, including all parts and accessories other than propellers.
Airmen
Individuals engaging as pilots, mechanics, or crew members in aircraft navigation, as well as those in charge of aircraft inspection or serving as dispatchers and air-traffic control operators.
Air navigation facility
Any facility or structure used to aid air navigation, including lights, signaling apparatus, weather information equipment, and mechanisms for guiding flight or landings.
Airways
A path through navigable air space identified by an area of specified width on the earth's surface designated by the Administrator.
Airworthiness
The condition where an aircraft and its components are of proper design and construction consistent with engineering practice and aerodynamic laws.
Appliances
Instruments, apparatus, or accessories used in the navigation or control of aircraft in flight, which are not part of the aircraft, engines, or propellers.
Board
Refers to the Civil Aeronautics Board (CAB).
Citizen of the Philippines (Company)
An association or corporation organized under Philippine laws where at least 60% of voting interest is owned by Filipinos and at least two-thirds of the Board of Directors are Filipino citizens.
Civil Aircraft
Any aircraft that is not classified as a public aircraft.
Domestic Air Carrier
An air carrier who is a citizen of the Philippines.
Domestic air commerce
Air commerce conducted within the limits of the Philippine territory.
Foreign air carrier
An air carrier who is not a citizen of the Philippines or is not classified as a domestic air carrier.
Landing field
A locality on land or water adapted for landing and taking-off of aircraft located along an airway intermediate to airports.
Navigable air space
The air space above the minimum altitudes of flight prescribed by regulations.
Permit
A Certificate of Public Convenience and Necessity issued by the Board authorizing air commerce or transportation.
Public aircraft
Aircraft used exclusively in the service of the National Government or its instrumentalities, excluding government-owned aircraft engaged in air commerce.
Reasonable charges
Uniform charges that insure a just and reasonable return on invested capital, considering construction, operation, and maintenance costs.
General sales agent
A person who is not a bona-fide employee of an air carrier but is authorized by an airline to sell or arrange air transportation.
Airfreight forwarder
An indirect air carrier that assembles and consolidates property for transportation and utilizes the services of a direct air carrier.
Civil Aeronautics Board Composition
Composed of the Secretary of Transportation and Communications as Chairman, the Assistant Secretary for Air Transportation as Vice-Chairman, the Commanding General of the Philippine Air Force, and two members appointed by the President.
Executive Director salary
The Chief Executive of the Board receives a compensation of \text{Thirty Seven Thousand (37,000) Pesos} per annum.
Landing fees
Charges for the use of any landing strip or runway by an aircraft landing or taking off at an aerodrome.
Terminal fees
Charges for parking at or near the ramp or terminal area for purposes of loading or unloading passengers and/or cargo.
Royalties
Charges based on gross business or sales, or gross or net profit.
Registration Eligibility
Aircraft are eligible for registration only if owned by citizens of the Philippines and not registered under the laws of any foreign country.
Duration of Permit
No permit shall be issued for a period of more than 25 years.
CAA Revolving Fund
A fund constituted from money collected by the Civil Aeronautics Administration to be disbursed for the construction, maintenance, and improvement of government air navigation facilities.
