1455Z at latest. Turn on VASIS for RWY 32. Intensity 2 or 3.

Day time, time now is 1800Z, aircraft on departure weather is IMC visibility ¾ SM, using runway 27.

Before they taxi and until 3 mins after departure, turn on TWY lights and runway edge lights (in conjunction will operate the runway threshold and end lights as well as WDIL). Intensity 5.
