Biblical qualifications for a deacon include being dignified, self-controlled, not greedy, and holding the "mystery of the faith" with a clear conscience. A man must be the husband of one wife, manage his household and children well, and be tested and proven to be above reproach.

No, each church has local autonomy.

Ordination is primarily a place of service, empowering individuals for specific ministry functions within the church.
