The idea that the revelation of jesus is communicated in two ways. Scripture and taught through apostolic and authoritive teaching of the church councils and the Pope.

Magisterium

the catholic church authority to establish its own authentic teachings- power in the pope and bishops.

ministerial

In the protestant tradition, those in authority cannot go beyond scripture and establish their own teachings.
