1563 - Statute of Artificers Aim
Ensure poor relief collected.
Refuse to pay poor rates = imprisoned
Officials fail to organised poor relief = fined

1572 - Vagabonds Act Aim
Deter vagrancy
Vagrants - 1st hole drilled through each ear. 2nd time imprisoned. 3rd time, death penalty
Also - national poor rate established for deserving poor

1576 - Poor Relief Act Aim
Decide between able bodied poor/impotent poor
Justices of Peace give wool to able bodied poor so they can sell what they make
Refuse work = house of correction
What were the impacts?
Unemployment was recognised as a genuine problem - not laziness
Providing poor with ways to work = independence and dignity
