Why did Hulme go into decline ?
Hulme Crescents were built in 1960s, completed in 1972, based off royal crescents in Bath
Badly designed, unsuitable for families, children fell (1974)

Expensive heating and lack of insulation, during time of oil crisis, families without heating
Separated the communities
Attracted anti-social behaviour

Drug addiction went up
Black market and squatters
grouped the poorest of society together, but didn't address the social issues.

Results of City Challenge
3000 homes built
1992, funds to demolish Crescents
40000 houses improved, 1800 ha of derelict land reclaimed
Hulme was still relatively poor, 47.5% of people still living in Social Housing and unemployment
Costs
£280 million in 2002 and was completed
over £400 million of public and private sector spending
