No individual shall operate a motor vehicle in the district, without first having obtained a operator’s permit, learner’s permit, provisional permit, or a motorcycle endorsement if operating a motorcycle
Revocation or suspension
The mayor or his or her designee may revoke or suspend the operator’s permit for any cause which they deem sufficient (in effect 10 days after issuance)
OAR/OAS
The mayor of DC may suspend or revoke the right of any nonresident person to operate a motor vehicle in DC for any case they deem sufficient (15 days)

Mental or physical incapacity; DWI/DUI (Alcohol/Drugs); Manslaughter (automobile)
Speeding or reckless driving
If the person drives a vehicle upon a highway carelessly and in willful disregard for the rights or safety of others, or without due caution, and at a speed or in a manner so as to endanger or be likely to endanger a person or property
Aggravated reckless driving
Operates the vehicle at a rate or speed at or greater than 30 mph over the stated speed limit; causes bodily harm or permanent disability or disfigurement to another; or causes property damage in excess of $1000
Fleeing from LEO in a motor vehicle
An operator of a motor vehicle knowingly fails or refuses to bring the motor vehicle to an immediate stop, or who fleas or attempt to elude an officer, following a officer’s signal to bring the motor vehicle vehicle to a stop.
Leaving after colliding (AKA hit & run)
Any person who operates or who is in physical control of a vehicle within the district who knows or has a reason to believe that their vehicle has been in a collision shall immediately stop and contact law-enforcement; or contact 911 if injuries are involved (people or domestic animals); real property or wild animals
Unregistered vehicle
UD officers shall not arrest operators for this offense when stopping a vehicle for which the registration/tags are expired. A notice of infraction is issued for “failure to display or have current tags”

Any person who operates or was in physical control of any vehicle in the district while intoxicated; or a while under the influence of alcohol or drugs
