When Socrates asks "What do you mean by that?" it means that he is

if peoples answer pertains to reality.

is to show someone that their beliefs are inconsistent and needs to be revised. It requires sincere answers because it applies to their own life.
The logical steps of elenchus are
to ask a question and determine if a statement is logically inconsistent or logically consistent.
