Emergency Sheltering

Shelter

A place of refuge that provides life sustaining services in a congregate or non congregate setting for individuals who have been displaced by an emergency or disaster.

Displaced Resident

A person who cannot access their residence or place of shelter, regardless of their ability to locate alternative housing.

Who determines the number of displaced residents?
