Memorandum Circular No. 2010 - 13
A 2010 issuance by the Department of Environment and Natural Resources (DENR) providing the official adoption of the Manual on Land Survey Procedures pursuant to Executive Order No. 192.
DAO No. 2007-29
Directly known as the Revised Regulations on Land Surveys; the fundamental administrative order which the Manual on Land Survey Procedures aims to implement through specific technical guidelines.
PRS 92
The Philippine Reference System of 1992; the mandatory coordinate system for all land surveys in the Philippines as established by Executive Order No. 45.
Geodetic Control Surveys
Surveys conducted to establish the basic framework of survey control points in the Philippine Reference System of 1992 (PRS92) using survey grade GNSS receivers.
Project Control Surveys
Surveys conducted to establish a set of reference points for specific projects such as Cadastral Surveys, Public Land Subdivisions, or Townsite Reservations, with accuracies categorized as Primary, Secondary, or Tertiary.
RA 8560
The Philippine Geodetic Engineering Act of 1998, as amended, which governs the qualifications of professionals authorized to conduct land surveys.
Survey Order
A formal administrative issuance defining the scope of a survey project; Geodetic Control Survey Orders are issued by the NAMRIA Administrator, while Project Control Survey Orders are issued by the Regional Executive Director (RED).
Geodetic Control Survey Party Components
The three basic functional units required for a survey project: the Project Main Office, Office Operations, and Field Operations (comprised of Survey Control, Reconnaissance/Recovery, and Monument Setting teams).
Geodetic Control Work Plan
A document composed of Project Management and Technical Plans, including boundary sketches and network designs, that must be approved by NAMRIA before the commencement of a geodetic control project.
PDOP
Position Dilution of Precision; a numerical value indicating the probability of GNSS accuracy, where a value of 7 is the maximum allowable and a value less than 5 is preferred.
First Order Accuracy Baseline
The nominal spacing for the Primary Geodetic Network stations, required to be approximately 50 kilometers apart.
Second Order Accuracy Baseline
The nominal spacing for geodetic network stations required to be approximately 25 kilometers apart.
Third Order Accuracy Baseline
The nominal spacing for Secondary Geodetic Network stations required to be approximately 5 kilometers apart.
Fourth Order Accuracy Baseline
A variable spacing for geodetic controls where each Barangay must have at least a pair of control points not more than 2 kilometers apart.
GDOP
Geometric Dilution of Precision; a value indicating the geometrical strength of a four or more satellite constellation as it applies to instantaneous point position fixing.
Geodetic Control Monument Markings
The information engraved on top of a monument consisting of five parts: Provincial Code, Control Point Number, Year Established, Order of Accuracy, and the establishing office or entity.
BLLM
Bureau of Lands Location Monument; the designated primary control points (typically numbered 1 and 2) established for large survey projects like Cadastral or Public Land Subdivision.
GOV PROP
The specific marking inscribed on survey monuments to identify them as government property.
Electronic Total Station (ETS)
A surveying instrument that combines an electronic theodolite with an electronic distance meter (EDM) to measure both angles and distances simultaneously.
Class A Concrete
A specific concrete mixture ratio of 1:2:4 (1 part cement, 2 parts sand, 4 parts gravel) used for the manufacture of survey control monuments.
BAP
Boundary Agreement Process; a formal procedure where land claimants, adjoining owners, and government representatives witness and agree upon parcel boundaries.
PIS
Parcel Information Sheet; the document prepared during lot sketching and BAP that records boundary delineation agreements, replacing the old Sketch and Survey Record Card.
UPI
Unique Parcel Identifier; a number assigned to every lot on a Land Information Map (LIM) derived from its geographic location in a sequence following a 'z' pattern.
SPI
Standard Parcel Identifier; a four-part system used to identify surveys consisting of the Survey Symbol, Regional Code, Serial Number, and a suffix (e.g., Amd, Arf, or D).
Numerical Cadastre
A cadastral survey conducted with higher precision where boundaries are defined by coordinates and measurements, as opposed to graphical representation.
Graphical Cadastre
A previously approved survey system where parcel data was represented graphically; current regulations often require conversion of these into Numerical Cadastre.
CBM, MBM, BBM
The designated monuments for political boundaries: City Boundary Monument (CBM), Municipal Boundary Monument (MBM), and Barangay Boundary Monument (BBM).
30-day Notice
A final notification issued to lot claimants who failed to appear during sketching or BAP, giving them a final period to present evidence or protest the survey result.
Relocation Survey
A survey conducted for the purpose of re-setting boundary lines or corners of previously approved surveys using the original bearings and distances.
Verification Survey (Vs)
A survey ordered when an approved survey is reported to be erroneous, or when titled lands are reported to overlap or encroach upon other properties.
Steel Tape Standard Temperature
32 oC; the temperature at which a steel tape must be at standard length with a tension of 10 kg when supported horizontally.
LIM
Land Information Map; a standard spatial index map used to provide a graphical representation of land parcels, usually prepared at a scale of 1:4000 for the base map.
Salvage Zone
An easement of lands bordering seas, gulfs, bays, or ports measured 20 meters landward from the interior limit of the shoreline.
Easement of Coast Police
A specific right-of-way easement of 6 meters wide required within the Salvage Zone.
Azimuth
The horizontal angle of a line reckoned from the south as zero direction following a clockwise direction.
Triangulation Station Balanacan
The primary datum point for the Philippine Plane Coordinate System located in Marinduque at N13 o33′41.000" latitude and E121 o52′03.000" longitude.
