focused on ending discrimination in housing, it cost nothing but was difficult to enforce and faced heavy white opposition

Included widespread looting, assault, arson and property damage
Estimated 20,000+ arrests and 200+ deaths
LBJ’s 1967 kerner commission (1967) found the main causes of these riots to be police brutality, unemployment and inadequate housing
