JAR – Joint Aviation Requirements

JAA

Joint Aviation Authorities founded in 1971 with 42 European states. Dissolved in 2009 and replaced by EASA.

JAA headquarters

Hoofddorp, Netherlands.

JAA weakness

NO binding legal authority. JARs were VOLUNTARILY adopted by member states. Consensus voting was slow.

JAA Committee

Plenary body with consensus voting. Every member had to agree to adopt.

Normal Category Aircraft up to 5,700 kg. Equivalent to FAR Part 23.

Large Aeroplanes like A320, B737, and ATR72. Equivalent to FAR Part 25.

JAR-27

Small Rotorcraft up to 3,175 kg. Equivalent to FAR Part 27.

JAR-29

Large Rotorcraft over 3,175 kg. Equivalent to FAR Part 29.

JAR-E

Aircraft Engines for turbine and piston engine certification. Equivalent to FAR Part 33.

JAR-P

Propellers certification. Equivalent to FAR Part 35.

JAR-145

Maintenance Organizations and MRO requirements. Equivalent to FAR Part 145.

JAR-66

Aircraft Maintenance Engineer Licensing with knowledge modules and B1, B2, C categories.

JAR-OPS 1

Airline Operations for commercial air transport. Covers AOC, crew rest, and MEL.

JAR-FCL 1 and 2

Flight Crew Licensing standards.

JAA rulemaking process

Need ID leads to NPA with 60-90 day comment leads to Comments reviewed leads to JAA Committee consensus vote leads to Publication leads to Member adoption.

JAA vs EASA

JAA had no binding authority with voluntary adoption. EASA has BINDING LEGAL AUTHORITY as EU law.

JAA BASA

FAA Bilateral Aviation Safety Agreement for mutual TC and maintenance recognition.

JAA-ECAC relationship

JAA was an ECAC associated body, NOT a legal entity with regulatory power.

JAA dissolution timeline

2009 when formally dissolved. All technical functions transferred to EASA.
