They proposed 2 legislative chambers: 1. The senate- 2 senators per state 2. Proportional representation based off population.

Representation: 2 per state, currently has 100 members. Requirments: at least 30 years old, citizen for 9 years, live in state.. Term limit: 6 years with no limit. One third of them are elected each 2 years. Elected by voting citizens (originally by state legislatives but it changed).

The south wanted too count slaves as full people so they had more power and the North wanted too not count them at all. They agreed on counting each slave as 3/5 of a person.

How a bill becomes a law.

  1. Members in either chamber introduce a bill to their chamber

  2. Once the bill passes the house and senate its sent to the president

  3. The president accepts or vetos it. If he vetos it but 2/3 members in each chamber over ride that it becomes a law.
