Factions are inevitable. The best way to control them is through a large republic. Makes sure minority opinions are still present in government.

The Constitution does not set up too powerful a government because it ensures that each branch has checks and balances. Ambition can counteract ambition.
Federalist 70
The president as set up by the Constitution is not too powerful. While the legislative branch necessarily acts slowly and deliberately, the executive must be energetic and decisive so as to be able to act quickly in times of crisis.
Federalist 78
Justices should have indefinite term limits. This protects them from being too influenced by the other branches which have the power to nominate and confirm them. It also ensures that they make judgements that uphold the constitution rather than appease any population necessary for reelection.
