Many NGOs such as Amnesty help raise awareness about HR abuses by publishing information
technologies e.g. social media are being used to help flows of ideas and information in the intervention process and satellites can be used to surveillance areas which are too dangerous for conventional observation

treaties are formal, written agreements between groups and countries which are binding in international and national law
e.g. the convention on the rights of the child
a combination of legal and practical instruments is used for protection of HR and is the co-ordination of strategies by different organisations operating at different scales which provides the most effective global governance
