HIPAA
Health Insurance Portability and Accountability Act of 1996, which establishes standards for protecting patient information.
Covered Entity
A health care provider that electronically transmits any health information in connection with a transaction for which HHS has adopted a standard.
Privacy Rule
Part of HIPAA that outlines how patient information can be used and disclosed, as well as patients' rights regarding their health information.
PHI
Protected Health Information, any information about health status, provision of healthcare, or payment for healthcare that can be linked to an individual.
HITECH Act
Health Information Technology for Economic and Clinical Health Act, which promotes the adoption and meaningful use of health information technology.
Minimum Necessary Rule
A principle that mandates that only the minimum amount of protected health information necessary to accomplish the intended purpose of a disclosure should be used.
Civil Penalty
A monetary penalty imposed for violating laws or regulations, such as the Privacy Rule.
Electronic Claims
Claims that a healthcare provider submits electronically to an insurance provider for reimbursement.
Patient Rights
The rights that patients have regarding their personal health information and its confidentiality.

The U.S. government agency responsible for protecting the health of all Americans and providing essential human services.
