Republic Act No. 9514

An act establishing a comprehensive Fire Code of the Philippines, repealing Decree No. 1185.

Abatement

To remove or neutralize a fire hazard.

Automatic Fire Suppression System

An integrated piping system connected to a source of extinguishing agent which suppresses fires when actuated by its automatic detecting device.

Fire Marshall

The head of the city or the municipal fire station.

Standpipe System

Vertical pipes in a building to which fire hoses can be attached on each floor.

Combination System

A pipeline system filled with water and connected to a constant water supply.

Dry Standpipe

Pipes that are normally not filled with water; water is introduced into the system through fire service connections when needed.

Fire Alarm

A visual or audible signal used to warn building occupants of the presence of fire.

Fire Alerting System

A system activated by the presence of fire where the signal is transmitted to designated locations.

Fire Wall

A wall designed to prevent the spread of fire, having a fire resistance rating of not less than $4$ hours with sufficient structural stability.

Flame Retardant

An applied compound used to improve the resistivity of fire resistance quality.

High Rise Building

Buildings $15\text{ meters}$ high or more in height.

Horizontal Exit

A passageway from one building to another, through or around a wall, approximately on the same floor.

Means of Egress

A continuous and unobstructed route of exit from any point in a building.

Occupancy

The purpose for which a building or space is used.

Occupant Load

The maximum number of persons that may be allowed to occupy a particular building or space.

Overloading

The use of electrical appliances which draw or consume electrical current beyond the designed capacity of the existing electrical system.

Sprinkler System

Outlets arranged in a systematic pattern which automatically discharge water when activated by heat or fire.

Fire Hazard

Any act or condition that increases the probability of the occurrence of fire.

Fire Trap

A building unsafe in case of fire because it will burn easily or lacks adequate exits.

Fire Lane

A portion of a roadway that should be kept unobstructed at all times for fire fighting operations.

Flame Spread Rating

The time in which flame will spread over the surface of a burning material.

Bureau of Fire Protection (BFP)

Formed from the units of the Integrated National Police Office of Fire Protection Services on January 29, 1991 through R.A. 6975.

Republic Act No. 11589

The BFP Modernization Act, a $10$ year program to modernize the Bureau of Fire Protection.

Fire Safety Evaluation Clearance (FSEC)

A clearance required for a Building Permit, based on the review of architectural and engineering plans.

Fire Safety Inspection Certificate (FSIC)

Issued after construction for occupancy or for annual business renewal; requires a physical site inspection.

FALAR 1

Documents on Fire and Life Safety features of the facility, consisting of a written report prepared by the Architect and their Fire Protection consultant.

FALAR 2

Documentation submitted by the contractor and construction manager, including a compilation of plans, specs, and design analysis.

FALAR 3

A compilation of maintenance and testing records prepared by the building owner or fire safety officer.
