Philippine Constitution
Declares that the defense of the State is a prime duty of the Government and the people, and all citizens may be required by law to render personal military or civil service.
National Service Training Program Act of 2001 (RA 9163)

Program Components

ROTC Cadet
Student currently enrolled in the ROTC component of NSTP.
Civic Welfare Training Service (CWTS)
NSTP component focusing on activities that improve community welfare—health, education, environment, entrepreneurship, safety, recreation, and morals.
Literacy Training Service (LTS)
NSTP component training students to become non-licensed instructors of literacy and numeracy skills for children, out-of-school youth, and other sectors.
Clustering
Grouping of students from different schools taking the same NSTP component into one unit managed by a designated HEI/TVI.
Cross-Enrollment
System allowing a student registered at one school to take an NSTP component at another accredited school.
Higher Education Institutions (HEIs)
Universities, colleges, and other institutions that offer tertiary-level education.
Local Universities and Colleges (LUCs)
Public higher-learning institutions established and managed by local government units.
State Universities and Colleges (SUCs)
Public higher-learning institutions established by the national government and governed by independent boards.
