Rule for exact hour
When saying the time exactly on the hour, use 'Het is [uur] uur.' (e.g., Het is zes uur = It's six o'clock.)
Het is [half] [uur].
It's half past [hour].
Rule for half past
To say half past the hour, use 'half [hour]' (e.g., Het is half tien = It's half past nine). Note that 'half' refers to the next hour, so half tien means half past nine, not half past eight.

It's a quarter past [hour].

To say a quarter past the hour, use 'kwart over [hour]' (e.g., Het is kwart over negen = It's quarter past nine).
