Constitutionally the prime minister is not a president
Due to the nature of our constitution which upholds parliamentary sovereignty, you need a majority to act as a president. Theresa may tried to actpresidentially by using article 50 but the Supreme Court stopped her because there is a fusion of powers. She’s struggled massively to get her Brexit deal passed and relied on confidence and supply agreement with the DUP. But due to nature of fptp the likelihood of a landslide majority is high anyway
