National Service Training Program (NSTP) Act of 2001

Republic Act No. 9163

Commonly known as the National Service Training Program (NSTP) Act of 2001, which established the NSTP for tertiary level students.

National Service Training Program (NSTP)

A program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components.

Reserve Officers' Training Corps (ROTC)

The program component institutionalized under Sections 38 and 39 of Republic Act No. 7077, designed to provide military training to tertiary level students for national defense preparedness.

Literacy Training Service (LTS)

A program component designed to train students to become teachers of literacy and numeracy skills to school children, out of school youth, and other segments of society.

Civic Welfare Training Service (CWTS)

A program of activities contributory to the general welfare and the betterment of life for members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals.

DND, CHED and TESDA

The three agencies with joint responsibility for the adoption of implementing rules of the NSTP Act within sixty (60) days from its approval.

PASUC

The Philippine Association of State Universities and Colleges, one of the organizations consulted for drafting the NSTP implementing rules.

COCOPEA

The Coordinating Council of Private Educational Associations of the Philippines.

Section 6 (Duration)

Specifies that each NSTP program component shall be undertaken for an academic period of two (2) semesters.

Section 8 (Fees)

States that tuition fees for any NSTP component shall not be more than $50\%$ of what is currently charged by schools per unit.

National Service Reserve Corps

A corps composed of graduates of the non-ROTC components (LTS and CWTS) who may be tapped by the State for literacy and civic welfare activities.

Citizens Armed Force

The military organization that graduates of the ROTC component shall form part of, pursuant to Republic Act No. 7077.

Section 17 (Effectivity)

States the Act shall take effect fifteen (15) days after publication in two (2) newspapers, with implementation commencing in the school year 2002-2003.

Clustering

The process of grouping affected students from different educational institutions for NSTP offerings, taking into account logistics, branch of service, and geographical considerations.

Cross Enroll

An option for students in schools that do not meet the required number of students to maintain the optional ROTC or other NSTP components.

Special Scholarship Program

A program created under Section 9 for qualified students taking the NSTP, administered by CHED and TESDA.

Private Institutions ROTC Requirement

Private higher and technical-vocational institutions may offer ROTC if they have at least $350$ cadet students.
