post-9/11
after 9/11, NATO bolstered partnerships with the countries of the Gulf Region, creating the Istanbul Cooperation Initiative (2006) — pushed by GW Bush. for the first time, it also began to contemplate potential partnerships with like-minded democracies in the Indo-Pacific

partnership agreements were negotiated in the following years with Finland, Sweden, & Ukraine. bilateral cooperation was deepened with Israel. cooperation agreements were also reached with the UN, the African Union, & most notable, the EU
