Cadre (Cán bộ)
A Vietnamese citizen who is elected, approved, appointed, or designated to hold a position or title for a term in an agency of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, or socio-political organizations at central, provincial, and communal levels, on the payroll and receiving salary from the state budget.
Civil servant (Công chức)
A Vietnamese citizen recruited into a job position in an agency of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, or socio-political organizations; those in the People's Army or People's Police who are not officers/soldiers; or those in cipher organizations, on the payroll and receiving salary from the state budget.
Public duty (Công vụ)
An activity performed by cadres and civil servants to carry out assigned obligations and powers according to the provisions of competent authorities and the law to implement state management and meet general social needs.
Managing agency (Cơ quan quản lý)
The agency or organization with the authority to perform various contents of cadre and civil servant management.
Using agency (Cơ quan sử dụng)
The agency, organization, or unit assigned the authority to use, assign, arrange, inspect, and evaluate the performance of duties and powers of cadres and civil servants.
Job position (Vị trí việc làm)
The work associated with a position, title, or civil servant rank based on the specific functions and tasks of an agency, organization, or unit.
Rank (Ngạch)
A title representing the level of professional and technical skills of a civil servant.
Designation (Chỉ định)
The decision by a competent agency or organization to assign a cadre to hold a leadership or management position or title without an election.
Mobilization (Điều động)
The decision by a competent agency or organization to transfer a cadre or civil servant from one agency, organization, or unit to work in another.
Appointment (Bổ nhiệm)
The decision by a competent agency or organization to assign a cadre or civil servant to hold a position or title within an agency, organization, or unit.
Rotation (Luân chuyển)
The assignment or appointment of leadership or management cadres or civil servants to hold another leadership or management position in a different unit for a certain duration for training and development.
Secondment (Biệt phái)
The act of sending a civil servant from one agency, organization, or unit to work for a limited time at another agency, organization, or unit outside the scope of the managing agency.
Resignation (Từ chức)
The act of a leadership or management cadre or civil servant voluntarily requesting to stop holding their position or title before the end of their term or the end of the appointment period.
Relief from duty (Miễn nhiệm)
The decision by a competent agency or organization to allow a leadership or management cadre or civil servant to stop holding their position or title before the end of their term or the end of the appointment period.
Working suspension (Tạm đình chỉ công tác)
A decision by a competent agency or organization for a cadre or civil servant to stop performing their assigned duties and responsibilities for a certain period.
Talent in public duty (Người có tài năng trong hoạt động công vụ)
Cadres or civil servants with good political qualities and ethics, a desire to serve the country/people, superior professional skills, innovative thinking, and outstanding achievements that bring high value to the organization.
Principles of the Civil Service
Includes compliance with the Constitution/law; respecting and protecting human/citizen rights; transparency and correctness of authority; systematic and professional consistency; and administrative hierarchy.
Classification of Job Positions
Positions are classified into three types: leadership/management positions, professional/technical positions, and support/service positions.
Civil Servant Ranks Hierarchy
Includes Senior Expert, Senior Specialist and equivalent, Principal Specialist and equivalent, Specialist and equivalent, Technician (Cán sự) and equivalent, and Employee.
Statute of limitations for disciplinary action (Thời hiệu xử lý kỷ luật)
The period after which a cadre or civil servant who commits a violation will not be disciplined, specifically 5 years for reprimands and 10 years for other violations.
Disciplinary forms for Cadres
Reprimand (Khiển trách), Caution (Cảnh cáo), Demotion/Removal from office (Cách chức), and Dismissal (Bãi nhiệm).
Disciplinary forms for Civil Servants
Reprimand (Khiển trách), Caution (Cảnh cáo), Demotion/Removal from office (Cách chức), and Forced resignation (Buộc thôi việc).
Disciplinary time limit (Thời hạn xử lý kỷ luật)
The time from finding a violation to the disciplinary decision, not exceeding 90 days, or up to 150 days for complex cases.
Annual Quality Classification Levels
Excellent completion of tasks, Good completion of tasks, Completion of tasks, and Failure to complete tasks.
