What are NBSD 4 Jurisdictions

Exclusive- we have sole authority and can assimilate

proprietary- state leases the land to federal government and we cannot assimilate

Partial- same as exclusive expect for tax law

Concurrent- ONLY zone 5 state, local, and ourselves have jurisdiction
