Republic Act No. 9003
Also known as the Ecological Solid Waste Management Act of 2000. Provides an ecological solid waste management program, creating institutional mechanisms and incentives, declaring prohibited acts, and providing penalties.
National Solid Waste Management Commission (NSWMC)
Responsible for formulating the National Solid Waste Management Framework and policies, overseeing the implementation of solid waste management plans, and managing the National Ecology Center (NEC).
National Ecology Center (NEC)
Responsible for consulting, information, training, and networking services for the implementation of R.A. No. 9003.
Solid Waste Management Board
Responsible for developing solid waste management plans in provinces, cities, and municipalities.
Materials Recovery Facility
Facility to be established in every barangay or cluster of barangays for waste management.
Solid Waste
Any discarded or abandoned materials from industrial, commercial, mining, agricultural operations, households, and community activities, including solid, liquid, and gaseous materials.
Littering fine (RA 9003)
Fine up to 300 to 1000 pesos or community service between 1 to 15 days or both.
Open Burning of Solid Waste fine(RA 9003)
Fine up to 300 pesos to 1000 pesos or imprisonment of 1 to 15 days or both.
Collection of Non-Segregated Waste fine (RA 9003)
Fine that would range up to a thousand to 3000 pesos or imprisonment of 15 days to 6 months or both.
Establishment/Operation of Open Dumps fine (RA 9003)
The first violation would be 500 000 pesos plus an amount between 5 to 10% of its net annual income of the previous year, and the second violation would be imprisonment between 1 to 3 years
Importation of toxic waste fine (RA 9003)
Fine that Range up to ten thousand to two hundred thousand pesos or imprisonment of thirty to three years

The law established the country's ecological solid waste management program and created institutional mechanisms to effectively execute its mandate.
Brown Laws
Laws and rules dealing with pollution control and regulation of activities affecting the environment, including control of hazardous and toxic waste and chemicals, solid waste management and environmental impact assessment rules.
RA 6969
Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990 that regulates, restricts, or prohibits the importation, manufacture, processing, sale, distribution, use, and disposal of chemical substances and mixtures presenting unreasonable risk or injury to health or the environment.
Philippine Cleaner Air Act of 1999 (RA8749)
The State shall formulate a holistic national program of air pollution management implemented through proper delegation and coordination of functions, focusing on pollution prevention rather than control.
Philippine Clean Water Act of 2004 (RA 9275)
The state shall pursue a policy of economic growth consistent with the protection, preservation, and revival of the quality of fresh, brackish, and marine waters and shall primarily apply to the abatement and control of pollution from land-based sources.
Incineration
A waste treatment process that involves the combustion of waste materials, converting them into ash, flue gas, and heat.
Philippine Environmental Impact Statement System
Established by PD 1586 to reconcile socio-economic undertakings with the requirements of Environmental Quality through a comprehensive and integrated Environmental Protection program.
Environmental Management Bureau (EMB)
The primary DNR unit dealing with environmental management, conservation, and pollution control, enforcing environmental standards, prosecuting violators, and evaluating Environmental Impact Statements (EIS).
Environmental Compliance Certificate (ECC)
Document issued by the DENR-EMB that allows a proposed project to proceed to the next stage of project planning upon compliance with Philippine Environmental Impact Assessment System requirements.
Environmentally Critical Area (ECA)
Areas environmentally sensitive such that significant environmental impact are expected if certain types of proposed project or program are located, developed or implemented it
Environmental Impact Statement System
A process that involves predicting and evaluation of the likely impacts of a project on the environment during construction, commissioning, operation and abandonment.
