The Great Compromise (Connecticut Plan)
Proposed by Roger Sherman. It compromised the Virginia Plan and the New Jersey Plan, providing for a two-house Congress. In the Senate, states would have equal representation, but in the House of Representatives, each state would be represented according to its population size. Discussed at the Philadelphia "Constitutional" Convention. 1787
Three-Fifths Compromise
Proposed by Roger Sherman and James Wilson. It counted each enslaved individual as three-fifths of a person for the purpose of determining a state's level of taxation and representation. Discussed at the Philadelphia "Constitutional" Convention. 1787
Commercial Compromise
Allowed Congress to regulate interstate and foreign commerce, including placing tariffs (taxes) on foreign imports, but it prohibited placing taxes on any exports. Discussed at the Philadelphia "Constitutional" Convention. 1787
Massachusetts Compromise
Aided by John Hancock and Samuel Adams. Between the Federalists and the Anti-Federalists in the debate over the ratification of the Constitution. Anti-Federalists feared the Constitution would diminish individual rights and liberties, so the pushed for an amendment to the Constitution known as the Bill of Rights. The Constitution was ratified. 1788 (Bill of Rights not included)
