Objective reasonableness
"The reasonableness" of a particular use of force must encompass the totality of circumstance and be judged from the perspective of a reasonable officer.
Totality of circumstance
Anything that can affect your use of force; anything that can affect your response

3 levels of threats
level 1 threat

Threats have the capability of projecting combat power by air, land or sea

Preventive measures to mitigate hostile actions against DOD personnel ( does not include actions to defeat the enemy )

General global threat or possible terrorist activity exists; routine a security posture
