Yes. Talks will only be viable if there is order and the Israeli’s decided to negotiate down the terroists. 

Can any diplomatic avenue be pursued that would lead to the release of the hostages without negotiating with terrorists? 

Create a channel of communication, negotiate the number of prisoners down, or do a 10:1. Every 10 Palestinians is 1 Israeli. 

What are the possible consequences of a failed rescue attempt on German soil? 

Destabilization in Germany, more Black September attacks ON German Soil. 

Deaths of all Israeli Olympians. 

How can countries balance recognizing Palestinian aspirations for statehhood while condemning terrorism and violence? 

Recognize that the PLO is not associated with Black September.
