Food (Britannica definition)

Any material consisting essentially of protein, carbohydrate, and fat used in the body of an organism to sustain growth, repair vital processes, and furnish energy.

Food (JFSP definition)

Any substance or product, whether processed, partially processed, or unprocessed, intended for human consumption.

Codex Alimentarius Commission (CAC)

An intergovernmental body established by the Food and Agriculture Organization of the United Nations (FAO) and the World Health Organization (WHO).

Food Safety

The assurance that food will not cause harm to the consumer when it is prepared and/or eaten according to its intended use.

Food Suitability

The concept defined by the CAC that deals with conditions making food unfit for human consumption without necessarily presenting a danger to health.

Food Hygiene

The conditions and measures necessary to ensure both the safety and suitability of food.

Consumer Expectations in Food Safety

The three fundamental expectations: trusting food businesses, relying on their ability to ensure product safety, and having confidence in transparent corrective measures during a mishap.

Government Role in Food Safety

Leading role in managing food safety and overseeing food supply safety from primary production up to consumption, including infrastructure, legislation, and public education.

Industry Role in Food Safety

Responsible for ensuring food put in the marketplace or served is safe, fit for human consumption, and compliant with regulatory requirements through an integrated food safety assurance system.

Consumer Role in Food Safety

Observing hygienic practices, reading label instructions, reporting defective products, and selecting safe, ethical products and establishments.

Academia Role in Food Safety

Providing scientific data and assessments, including toxicological info, ecology of microorganisms, validated analytical methods, hazard control technologies, and consumer perception data.

Republic Act 10611

Also known as the Food Safety Act (FSA) of 2013, signed on August 23, 2013, to strengthen the food safety regulatory system in the Philippines.

The Implementing Rules and Regulations of the Food Safety Act released by the DA and DOH on February 20, 2015.

Department of Agriculture (DA)

The department tasked with developing and enforcing food safety standards and regulations in primary production and post-harvest stages.

Bureau of Animal Industry

An agency under the DA responsible for food derived from animals, including eggs and honey.

National Dairy Authority

An agency under the DA responsible for milk production and post-harvest handling.

National Meat Inspection Service

An agency under the DA responsible for meats.

Department of Health (DOH)

The department mainly responsible for the safety of processed and pre-packaged food items and conducting monitoring and epidemiological studies on foodborne diseases.

Food and Drug Administration Center for Food Regulation and Research

An agency under the DOH that implements a performance-based food safety control system.

Bureau of Quarantine

An agency under the DOH that ensures food safety in domestic and international ports and airports of entry.

National Epidemiology Center

An agency under the DOH that conducts and documents epidemiological monitoring studies on foodborne illnesses for policy formulation.

Department of the Interior and Local Government (DILG)

The department supervising enforcement of food safety and sanitary rules and regulations in collaboration with DA, DOH, and LGUs.

Local Government Units (LGUs)

Entities that enforce the Code on Sanitation of the Philippines and food safety regulations in public markets, slaughterhouses, micro and small processing establishments, and public eating places.

Food Safety Regulation Coordinating Board (FSRCB)

A board established to monitor and coordinate the performance and implementation of mandates of the DOH, DA, DILG, and LGUs in food safety regulation.
