Who makes the law in Wales
The Senedd Cymru. They first had executive powers to determine how laws were implemented in Wales. They had gained Primary legislation power in devolved matters and tax raising powers under the Wales Act 2017

They have gained over 2000 law making powers. They are now have control over 21 devolved areas like water, education.
What is Devolution?
Devolution is the process of transferring powers from the UK parliament to the regions of the UK. This was seen as more democratic.
What are the Key steps to Devolution in Wales?
1998 the Government of Wales Act created the National Assembly
2006 the Government of Wales Act increased the Assembly’s by increasing the numbers of areas
Wales Act 2017 created the reserved powers model.
What is the 1st Step?
In 1998 the Government of Wales Act that created the National Assembly for Wales which allowed ministers to create secondary or delegated legislation around 9 devolved areas.
What is the 2nd Step?
In 2006 the Government of Wales Act increased the assembly’s power where they could create 20 laws but in 2018 it increased to 21 with the addition of tax powers which is primary legislation
What is the 3rd Step?
Under the Wales Act 2017 there there have been reserved powers model created which allows Wales to have reasonability over 21 devolved areas.

‘Reserved Power Models: The Senedd can pass Acts on any matter that are not reserved to the UK parliament.

What is The Legislature in the Welsh parliament?
There are 60 members of the Senedd in the Senedd Cymru. They are the representative from all political parties and they are scrutinise the proposed legislation.
Once a bill is passed and given Royal Assent it then becomes an Act of Senedd Cymru
What is the Public Bill Procedure?
This is when public bills can be introduced in 4 stages
What is Stage 1?
Stage 1 is where the bill is considered by a committee and is agreed on by the Senedd
What is Stage 2?
This is where there is a detailed consideration of the bill by the committee and amendments will be proposed
What is Stage 3?
This where there will be a detailed consideration of the bill by the Senedd (60 MS)
What is Stage 4?
This is where the bill is voted upon by the Senedd.
What is The Executive in the Welsh parliament?
This is where they implement the law made through the legislative process and this is where majority of the seats are held
This also upholds the theory of the separation of powers proposed by Montesque.
What is the aim of The Commisson?
Their aim was ‘to develop a distinct Welsh Justice System which improves people’s access to justice, reduces crime and promotes rehabilitation. (like releasing people from jail because the prisons are full)
