Théophile Delcassé
French statesman who served as Minister of Foreign Affairs, known for his role in shaping France's foreign policy prior to World War I, particularly concerning alliances with Russia and Britain. He aimed for French control of Morocco.
Madrid Convention of 1880
An agreement that established guidelines for European powers in Africa, particularly regarding spheres of influence in Morocco. It supported Moroccan independence and "open door“ business policies.

Treaty of Björkö
A treaty made between the Kaiser and the Tzar without the input of any political staff. The treaty was made because the Kaiser wanted to take advantage of the distrust between Britain and Russia. Russia eventually backed out of this treaty.

Russia and Britain signed a convention that agreed to settlements in Persia, Afghanistan, and Tibet, as an attempt at ending colonial frictions. This was not entirely successful.
