Batas Pambansa Blg. 232

Also known as the Education Act of 1982, an act governing the educational system and defining the rights, duties, and obligations of educational stakeholders.

Elementary Education Objectives (Sec. 21)

To provide essential knowledge, skills, attitudes, and values for personal development; increase social awareness and responsiveness; promote love for the nation; and foster work orientation and creativity.

Secondary Education Objectives (Sec. 22)

To continue promoting elementary education objectives, and to discover and enhance different student aptitudes and interests for productive endeavor or tertiary schooling.

Tertiary Education Objectives (Sec. 23)

To provide a general education program, train national manpower, develop leadership professions, and advance knowledge through research to respond to changing societal needs.

Specialized Educational Service Objectives (Sec. 24)

To eradicate illiteracy and raise functional literacy, provide vocational/technical skills to unemployed and underemployed youth and adults, and develop proper values in non-formal education.

Rights of Teachers (Sec. 11)

Special rights including freedom from uncompensated compulsory non-related assignments, securing intellectual property rights, and choosing alternative career lines for career advancement.

Obligations of Teachers (Sec. 16)

To discharge duties aligned with school goals, remain accountable for learning objectives, render regular student reports, maintain professional growth, refrain from arbitrary grade deductions, and act as an agent of constructive change.

Rights of Students (Sec. 9)

Includes rights to competent instruction, field of study choice, guidance and counseling, access to confidential records, student publications, free expression, joining recognized organizations, and freedom from involuntary contributions.

Duties of Students (Sec. 15)

To develop potentialities, uphold academic integrity, observe school rules and discipline, maintain peace, and participate actively in civic affairs and community development.

The right to organize by themselves and/or with teachers, and the right to access official records directly relating to their children under parental responsibility.

Duties of Parents (Sec. 14)

To help carry out educational objectives, enable children to obtain elementary, secondary, and higher education, and cooperate with school curricular and co-curricular programs.

Rights of All School Personnel (Sec. 10)
