It means multi-party cooperation and political consultation system under the leadership of the Communist Party of China.

It means cooperation of the 8 recognised non-Communist Party of China (CPC) parties and other parties with the CPC to govern China. These parties are under the leadership of CPC and provide advice through the Chinese people's Political Consultative Conference.

National People's Congress

Holds the highest authority in state power.

Meets every year in March to set direction for government policy (e.g. approves five year plans)

Term of office: five years

Standing Committee of National People's Congress

o Assumes power of the NPC when NPC is not in session

o Functions:

o Interpret laws (e.g. NPCSC has the power to interpret the Basic Law of Hong Kong)

o Supervises the work of other state organs such as the State Council

●Follow a system of ministerial organizations, working out different aspects of the administration of the government

Chinese People's Political Consultative Conference

It is meant to be representative of a broad range of interests in Chinat to be representative of a broad range of interests in China. The non-CPC political parties and non-affiliates offer opinions, criticism and advice when participating in political consultation and conducting field work.
