Executive Order 13587 (October 7, 2011)
A presidential order establishing structural reforms to improve the security of classified networks and ensure the responsible sharing and safeguarding of classified information.
Policy of EO 13587
To ensure immediate and secure sharing of classified national security information with authorized users globally, while implementing sophisticated safeguards and coordinated risk management on computer networks.
Agency General Responsibilities (EO 13587)
Heads of agencies operating classified networks must designate a senior official, implement an insider threat program, perform self-assessments, allow independent assessments, and assign staff to relevant interagency bodies.
Insider Threat Detection and Prevention Program
A program mandated by EO 13587 for agencies to deter, detect, and mitigate threats from individuals with authorized access to classified information, consistent with guidance from the Insider Threat Task Force.
Senior Information Sharing and Safeguarding Steering Committee (Steering Committee)
An interagency committee co-chaired by the Office of Management and Budget and the National Security Staff, responsible for overall coordination and senior-level accountability in developing and implementing policies for classified information security.
