Programme
Activities designed for the implementation of a plan need to be co-ordinated and
integrated into a programme which shows how they all relate to one another.
Projects
Within a programme will be one or more concerted sets of activities or projects
designed to achieve an element of the programme. For example, in a food production programme,
one project may be the installation of a rice mill, another may be the construction of irrigation
facilities. Provision of the mill and the irrigation equipment will be part of the mechanization
strategy
Development Plan
this function is set
out in the form of a National Development Plan which states the objectives and the allocation of
resources designed to achieve them.
Monitoring
While a plan is being implemented, its progress needs to be watched to ensure that
the intended actions are taken, that they result in the intended outcome and that the plan achieves
the objectives stated
BAFE
mandated to monitor the implementation of National Agricultural and Fisheries
Modernization Plan of the Department of Agriculture.
Moreover, it shall plan, implement, and
evaluate the development of agricultural mechanization and infrastructure in the agriculture sector.

SRES
The Standard Regulations and Enforcement Section (SRES)
- shall oversee the
compliance of agricultural infrastructure, irrigation, mechanization, post harvest facilities
to existing national standards
Strategy Formulation
to create an enabling policy framework, as well as an institutional and
market environment in which farmers and other end-users have a wide choice of farm power and
equipment suited to their needs within a sustainable delivery and support sys
Three pillars of sustainability
Economic
Social
Environmental
Economic
- some farmers can do machine custom hiring; commercial and financial links
between farmers and other stakeholders (retailers, distributors, manufacturers, importers
and service providers
Social
- mechanization reduced drudgery and make more time to engage in other
activities. Reduce the socio-economic and environmental crises of smallholder farmers;
develop rural employment opportunities such as manufacturing, repair, and provision of
mechanization services
Environmental
- FAO promotes conservation agriculture practices which contribute to soil
conservation and water use efficiency
Process for formulating a strategy
1. Prepare a detailed work plan
2. Undertake a detailed analysis of the existing national situation
3. Define strategy goals and objectives and identify and prioritize issues that will impact its
implementation
4. Establish a plan of action
