State the phraseology used to respond to a request from another controller, pilot, or vehicle operator:

Restate the request in complete or abbreviated terms followed by the word “APPROVED.” The phraseology “APPROVED AS REQUESTED” may be substituted in lieu of a lengthy readback. State the word “UNABLE” and, time permitting, a reason. State the words “STAND BY.”

Describe the terms “Stand By,” “Unable,” and “Approved”:

Stand By: Means the controller or pilot must pause for a few seconds, usually to attend to other duties of a higher priority. Also means to wait as in “stand by for clearance.” The caller should reestablish contact if a delay is lengthy. “Stand by” is not an approval or denial.

Unable: Indicates inability to comply with a specific instruction, request, or clearance.

Approved: Means that a controller has heard, acknowledged, and granted permission for a specific pilot request.

Define Additional Services:

Advisory information provided by ATC which includes but is not limited to the following:

a. Traffic advisories.

b. Vectors, when requested by the pilot, to assist aircraft receiving traffic advisories to avoid observed traffic.

c. Altitude deviation information of 300 feet or more from an assigned altitude as observed on a verified (reading correctly) automatic altitude readout (Mode C).

d. Advisories that traffic is no longer a factor.

e. Weather and chaff information.

f. Weather assistance.

g. Bird activity information. Holding pattern surveillance. Additional services are provided to the extent possible contingent only upon the controller’s capability to fit them into the performance of higher priority duties and on the basis of limitations of the radar, volume of traffic, frequency congestion, and controller workload.

Describe ATC service to include the primary purpose and additions to the ATC system

The primary purpose of the ATC system is to prevent a collision involving aircraft operating in the system. In addition to its primary purpose, the ATC system also:

1. Provides a safe, orderly, and expeditious flow of air traffic.

2. Supports National Security and Homeland Defense missions. c. The ATC system must provide certain additional services to the extent permitted.

The provision of additional services is not optional on the part of the controller, but rather required when the work situation permits. It is recognized that the provision of these services may be precluded by various factors, including, but not limited to: 1. Volume of traffic. 2. Frequency congestion. 3. Quality of surveillance. 4. Controller workload. 5. Higher priority duties. 6. The physical inability to scan and detect situations falling in this category.

Provide support to national security and homeland defense activities to include, but not be limited to, reporting of suspicious and/or unusual aircraft/pilot activities

Provide and/or solicit weather information in accordance with procedures and requirements outlined in this order

Provide additional services to the extent possible, contingent only upon higher priority duties and other factors including limitations of radar, volume of traffic, frequency congestion, and workload

State DV notification procedures:

1.      Airfield Management will notify Tower, RAPCON, Command Post, Transient Alert, Security Forces, and Protocol of inbound and outbound aircraft carrying DVs.

2.      When RAPCON is notified of an inbound DV they will call Airfield Management when the aircraft is approximately 30 NM out. Relaying DV information is secondary to ATC services. Requests for DV information shall be directed to Command Post.

3.      Tower will provide Airfield Management with a 15 NM inbound call. Airfield Management will then notify Command Post and Transient Alert.

4.      Aircraft will normally be parked directly in front of Base Operations on the DV row. Airfield Management will notify Tower and Transient Alert prior to landing if the aircraft is to be parked elsewhere.

·         Give first priority to separating aircraft and issuing safety alerts as required in this order. Good judgment must be used in prioritizing all other provisions of this order based on the requirements of the situation at hand

 

·         An aircraft in distress has the right of way over all other air traffic.

 

·         Provide priority handling to civil air ambulance flights when the pilot, in radio transmissions, verbally identifies the flight by stating “MEDEVAC” followed by the FAA authorized call sign or the full civil registration letters/numbers. Good judgment must be used in each situation to facilitate the most expeditious movement of a MEDEVAC aircraft

 

·         Provide priority handling to AIR EVAC and HOSP flights when verbally requested by the pilot.

 

·         Assist the pilots of MEDEVAC, AIR EVAC, and HOSP aircraft to avoid areas of significant weather and adverse conditions.

 

·         Provide priority handling and expedite the movement of presidential aircraft and entourage and any rescue support aircraft as well as related control messages when traffic conditions and communications facilities permit.

 

·         Provide priority handling and maximum assistance to SAR aircraft performing a SAR mission

 

·         Provide priority handling, as required to expedite Flight Check aircraft.

 

·         Issue a safety alert to an aircraft if you are aware the aircraft is in a position/altitude that, in your judgment, places it in unsafe proximity to terrain, obstructions, or other aircraft. Once the pilot informs you action is being taken to resolve the situation, you may discontinue the issuance of further alerts

 

Provide radar separation of 3 miles (FL 600 and above − 6 miles) from the special use airspace, ATCAA, or stationary ALTRV peripheral boundary
