Trading of Time

A mutual agreement where one person works in the assigned place of another within the same general classification, provided they are capable of performing all duties.

Rank for rank

The general rule for trading time, which requires persons to hold the same qualifications and rank.

Out of rank trade

A trade permissible only after a good faith effort to find someone of the same rank fails, subject to approval by the appropriate Chief Officer.

Operational capability

A standard that must not be diminished by any trade of time.

Collective Bargaining Agreement (CBA) trade limit

The agreement that authorizes five standard trades; trades beyond this number require specific professional, labor, or personal circumstances.

Recognized labor organization

An organization elected as the employees' representative, including parent organizations like the International Association of Fire Fighters (IAFF) or AFL-CIO.

Professional development activities

Activities beyond assigned duties reasonably related to the Fire Service, such as Liberal Arts education, for which extra trades may be permitted.

Personal business exception

A trade circumstance for personal business not covered by leave, provided it does not further outside employment and documentation may be required.

National Guard / Military reserve duty

A circumstance for which trading time is permitted to accommodate training duty when the 15 calendar days described in the GAG are used.

Overtime trading prohibition

A rule stating that trading time while on overtime is prohibited except for bona fide emergencies approved by the Chief Officer.

N-Days

Days that shift personnel are permitted to trade with a vacant position if the vacancy will not be filled before the trade date.

Telestaff

The system utilized by the appropriate Chief Officer to document trading time and track normal maximum shifts.

Pay and benefits rule

The policy stating that the individual assigned to the shift shall receive all pay and benefits for the assigned shift regardless of the trade.

24-hour limit

The maximum period for which a single trade of time may extend.

Shift change restriction

A rule preventing any trade from extending past the scheduled shift change time.

Hold over pay

Payment provided to a working employee who is held past the scheduled shift during a trade.

Chief of the Department

The official whose specific written approval is required for any trades that fall outside the scope of the standard guidelines.
