Krushchev arranged new talks to be held in Vienna.
Kennedy became president of America in Jan 1961 and Krushchev felt he could use his experience to push the young president around, despite him promising to continue the Truman Doctrine.

Anxious not to appear weak, he refused to give any concessions and raised US military spending by $3.5 billion.
Krushchev responded by increasing Soviet military spending by over 30%.
What did Ulbricht do in 1959?
He abandoned the 5 year plan, and launched a 7 year plan to accelerate the process of nationalisation.
What was the 7 year plan like?
It had massive targets, and tightened working conditions.
By 1960, it was clear the GDR economy expanded too quickly.
