states that each institution has a function, if the function isn’t meeting the societies the institution must change or disipear. the theory states that institutions start out simple then continue to evolve and states that if an institution isn't meeting the needs of a society than the institution needs to change or disappear. change can be good or bad here

In the article it shows that when people wanted to buy guns, they would have to go out to get them. New institutions mean new norms good or bad which in this case would be people making guns at home being the institution and making it a new norm to make guns at home, as it would be more convenient, cheaper and harder to find. This article showed that buying guns illegally wasn’t serving the community wasn’t meeting the needs of the people, so they changed and began to make them at home.
