POWERS AND FUNCTIONS OF CABINET

Chapter- Prime Minister and the Council of Ministers

Administrative Powers

• Formulates the domestic and external policies of the government

• Policy implementation

• Coordinating the functioning of various ministers

• Suggests the president to appoint Judiges of SC,HC, CEC and Governor

Legislative Powers

• Introduction of bills

• Source of Information: ministers, along with their secretatries, answer questions of the Lok Sabha.

• Amendment of the Constitution

• President’s Special Address is prepared by Cabinet to to spoken at the start of each session.

• Cabinet advises President to issue an ordinance when the Parliament is not in session.

• The Parliament is summoned by the Ministry of Parliamentary Affairs, who asks the President to summon the house

Financial Powers

• The Budget is prepared by the Finance Minister of the Cabinet.

• There can be no changes in the figures proposed by the FM AGAINST THEIR WISHES, but if there is any, that would mean Vote of No-Confidence.

• Cabinet handles the expenditure of the government, including grants, expediture and raising funds

• Introduction of a Money Bill

Emergency Powers

President cannot declare emergency unless the Cabinet advises him/her to do so in writing.
