A minimum requirement which complies with court order and protects the guaranteed rights of persons incarcerated in a correctional facility
Purpose of jail standards
To provide a resonable guideline for use by persons responsible for planning, administration, construction, and operation of parish jails in the state of louisiana
The seven sections of the LSA/DPSC guidelines
Saftey, security, order, care, offender programs and activity, justice, administration and management
What does the 1st amandment protect inside the jails?
Freedom of religon, speech, press, telephone, grievances, visiting
What is the 4th amendment?
Guards against illegal searches and seizures
What's the 5th amendment?
Guards against self incrimination (Ex: “I plead the fith” )
What is the 6th amendment?
Guarantees the right to access the courts
Whats the 8th amendment?
Prohibits cruel and unusual punishment, allows medical care, personal saftey, classification, shelter, food, sanitation, clothing, and exercise for inmates
Whats the 14th amendment?
Due process.
Must have an interest in life liberty or property.
Whats a privilege?
Benefits enjoyed by a person beyond the common advantage of other citizens and these benefits are not guaranteed by the U.S consitution.
What's a report?
A official record of the facts
Why is a report important?
It provides information to be used by other officials. It also provides reference to be used on a later date. It's also the initial document if there is any investigation. It will also be the primary document in any court litigation.
What's the prupose of a report?
To provide a permanent record of what happened. In any investigation, it can provide leads to investigators. The facts allow administrators and policy makers information on which to base actions and decisions for the future
What are good qualities of a report?
The report must be clear and concise. The report must be accurate. The report should be as complete as you can make it with the facts available to you at the time you write the report.
What are the six questions to answer on a report?
Who, what, when, where, why, how
What's an initial report?
The first report by an observer who is either on scene when the incident occurs or is the first to respond. The report contains whatever information is available at the time.
What's a supplementary report?
As more facts are gathered, and more becomes known about an incident, or as a situation develops, a more comprehensive report can be written
What's a concluding report?
When every available fact is collected, and there is enough information to reach a conclusion, or one cannot gather any more facts.
What are the objectives of jail security?
Ensure a safe and secure environment, maintain order within the jail, prevent escapes
What are the elements of security?
Proper training and good supervision
What are the fundamentals of security?
Admitting the inmate, escorting inmates, releasing an inmate, control of contraband, headcounts, key and weapon control.
What should you do with keys?
Invintory and inspect keys before and after every shift change, always secure keys, log whenever keys are used, never give keys to unauthorized personnel.
What should you do with your weapons?
Always secure in certified locking devices designed for weapons storage outside of the security perimeter.
Control of drugs and medication
Prevent chances of overdoses or suicides
Use of force
Always know your facility's policy and procedures, never use force or restraints as a method of punishment, use when needed
A security plan should involve what when deciding in advance?
What to do, when to do it, who should do it, how to do it
The security plan should be prepared for which emergencies?
Hostage situations, large scale riots, escapes, fires, evacuations, bomb threats
What are the six basic qualities of the security plan?
Statement of purpose, identify the proposed action, identify goals, identify resources needed, set a time frame, allows some flexibility
What should the log book contain?
Problems with inmates during the shift, security problems, new inmates admitted, any special situations.
What keeps down problems within the jail?
Good staff feedback, well trained staff, communication between supervisors and staff, emphasis on written policy and procedures, good staff and inmates communication, clean and sanitary living conditions, equal and fair enforcement, of rules and regulations, a valid complaint procedure
Where are Security inspections conducted?
Inmate housing areas, program areas, support services areas, intake and release areas, administrative areas, pubilc lobby, security perimiter, mechanical service areas, any other area which an inmate has access to.
What does monitoring and communications include?
Security systems, life saftey systems, portable radios and personal alarm systems carried by staff, electrical and mechanical systems, telephones and intercom systems, all movement in the jail
What do counts and well being checks include?
Must count all bodies, never allow inmates to count, must see a live breathing body, use a printed form of a count sheet, insure all movements stop during a head count.
When should you frisk or pat?
When an inmate is moving from on location to another
What should you always remember?
Inmates don't escape from just the jail, but also from the people who staff it!!!!
Simple arson:
The intentional damaging by any explosive substance or the setting of fire to any property of another without the concent of the owner
Aggravated arson:
The intentional damaging by any explosive substance or the setting of fire to any structure, watercraft, or movable, whereby it is foreseeable that human life might be endangered
Injury by arson:
The intentional damaging by any explosive substance or the setting of fire to any structure, watercraft, or movable belonging.
Jails today:
Most are made of concrete and steel, however fires will still arise, the laint used is a great fuel source, fires may be accidental or intentional
Nuisance contraband:
News paper, books, magazines, personal letters
Other materials used to start fires:
Linens, towels, wash rags, anything combustible
Reasons inmates start fires:
Escape, damage, show of force/ riot, suicide, murder
Most fire related deaths are caused by what?
Smoke, toxic fumes
Four elements needed to creat a fire:
Heat, fuel, oxygen, chain reaction
Three stages of fire:
Incipient, free burning, smoldering
Incipient:
Small incipient of a fire
Free burning:
Large, leaping flames
Smoldering
Deadly toxic fumes
4 methods of exinguishing fire:
Exlude oxygen, remove fuel source, remove temperature, break the arc if electrical.
Fuel sources:
Solid: wood, paper, metal
Liquid: Gasoline, oils, paint thinner
Gases: propane, butane, acetylene
How do you minimize the chances of a fire?
Frequent inspections, working smoke alarms and detectors, charged and accessible fire extinguishers, posted evacuation plans, a proper emergency plan
If a fire occurs:
Report the fire, evacuate to a safe area, fight the fire if it is small enough for an extinguisher, notify the fire department
Four classes of fires:
Class A, Class B, Class C, Class D
Class A fires:
Ordinary solid combustibles, leaves an ash, symbol is a triangle, color green, extinguished with water
Class B fires
Flammable liquids, symbol is a square, color is red, extinguished by the elimination of oxygen
Class C fires:
Energized electrical equipment, symbol is a circle, color is blue, extinguished by CO2 if indoor and dry powder if ouside
Class D fires
Combustable metals, symbol star, color is yellow, extinguished with special agents

Contraband:
Any item which is not specifically issued or authorized by an institution for possession. Any authorized item that has been altered for use other than its intended purpose. Authorized items that are in exess of authorized amounts.

Three problems that occur with new inmates:
Hostile, rules and procedures should be explained, medical problems: refered to the medical staff
Seven types of inmate con-games:
Gives advice, asking personal questions, turns staff against each other, strokes staff Ego's by telling you what you want hear, bribes, temptation, intimidate
Dealing with inmates:
Be fair in order to earn respect from inmates, be firm so they know what to expect. Dont allow them to break rules or laws, be consistent with orders keep them the same, dont confuse them.
