Cargo Inspection Intervals

The NY DMV will heavily test you on exactly when a driver must inspect their cargo. Even if a shipper loads and seals a trailer, the driver is always legally responsible for the vehicle's weight and balance. You must check the load:

  • Before starting: During your pre-trip inspection.

  • Within the first 50 miles: Stop and recheck the security of the cargo after it settles.

  • Every 150 miles or every 3 hours: Recheck the load during the trip (and after every driving break).

Cargo Tie-Down and Security Rules

  • The 1.5x Rule: The combined strength of all your cargo tie-downs must be strong enough to lift 1.5 times the weight of the piece of cargo being secured.

  • NY Metal Coil Rule: In New York, if you transport metal coils that weigh 5,000 lbs. or more, you are required to hold a specific Metal Coil endorsement on your CDL.

  • Unstable Loads: Cargo like dry bulk tanks, hanging meat, or live animals have a high center of gravity and can shift drastically, demanding extreme caution on curves.

Weight Distribution Effects

  • Too much front weight: Too much weight on the steering axle causes hard steering and can damage the steering axle tires.

  • Too little front weight: If cargo is loaded too far to the rear, the steering axle becomes too light, making the vehicle slide instead of turning safely.

  • Too little drive axle weight: Insufficient weight on the driving axles causes the drive wheels to spin easily, destroying your traction in poor weather.

  • High center of gravity: Piling heavy cargo on top of light cargo makes the vehicle top-heavy, drastically increasing the chance of a rollover on curves.
