Dual "layer cake" Federalism (don't like to share anything)

-The system of govt. that dominated the US for the first 150 years in which the powers were shared equally b/w the 2 levels of Govt, state and federal.

- The national govt. is limited to a strict interpretation of the powers granted in the constitution while states have a broader policy power within their own territories.

- Clear concise lines b/w the two national and state.

-states rights.

Cooperative (marble cake) Federalism

- Expansion of the federal Govt.

- A view of federalism in which the national govt. expands its power and blurs the lines b/w national and state authority.

-The intertwined relationship b/w the national, state, and local govt. that began with the New Deal.

- Started in the 1930's during the Great Depression.

Federalism:

the balance of power that exists between national, state, and local government branches.

Sovereignty:

the totally of political power and authority a government holds.

National power:

-declare war
-establish treaties
-establish Army and Navy

State power:

-Issue licenses
-conduct elections
-establish police,fire, and medical emergency departments.
