Public trust doctrine
State acts as a trustee for the collectively owned resources in a public trust. The state can regulate unowned objects and the public is the beneficiary of such regulation.
Police power
State has broad regulatory power that can be used to regulate unowned resources for public welfare.
State ownership
The state owns and has title to the unowned property in its borders.
