What is the definition of Procurement

Procurement: refers to the process of acquiring materials, equipment or services needed to complete a project

27
New cards

On small projects, a __________ typically oversees and coordinates the procurement process. On larger projects, like commercial or public jobs, contractors often employ a procurement manager whose sole responsibility is coordinating the process.

project manager

28
New cards

On larger projects, like commercial or public jobs, contractors often employ a procurement manager whose sole responsibility is coordinating the process. Megaprojects may employ an _____________  with a fully integrated team dedicated to the procurement of materials and equipment.

Engineering, Procurement and Construction (EPC) Contractor

29
New cards

Though “purchasing” and “procurement” are sometimes used interchangeably, _____________

purchasing is actually just one step in the procurement process.

30
New cards

_________  technically refers to the financial transaction — exchanging money for materials.

Purchasing

31
New cards

___________ includes selection and purchasing, but also encompasses logistics, approval, and strategy, among many other steps.

Procurement

What are the 9 groups in Project Procurement of Materials & Labor

Design Team creates Specifications

Contractors bid project

Owner / Contractor agree to terms

Contractors solicit bids / prices from suppliers

Contractors plan procurement sequence

Design Team review submittals

Contractors finalize purchase with suppliers

Suppliers deliver materials to jobsite

Contractor work / materials pass inspection

33
New cards

Design Team creates Specifications

The design phase of a project sets the stage for the entire procurement process.

34
New cards

On most projects in the US, the spec book is ____________, making it easy for specialty contractors to reference the sections that are applicable to their scope of work and communicate material requirements to their suppliers.

organized using CSI divisions

35
New cards

If the owner issues an ITB or RFP to solicit bids, general contractors will need to ________ to prepare their proposal.

estimate the job

36
New cards

The specialty contractors will, in turn, use the project specifications to_________________

secure price quotes from their pool of material suppliers or fabricators.

37
New cards

After the designs are complete, the owner __________, selects the contractors and awards the contract. The GC then signs subcontracts with the specialty contractors.

compares bids

38
New cards

With traditional ____________, that means the majority of the procurement can’t begin until the designs are completed. With some other models, such as a design-build or construction manager at risk, the GC is involved earlier in the process and can begin procurement as soon as specifications for that portion of the job are complete.

design-bid-build projects

39
New cards

To reduce their own risk, contractors often seek to________

include an escalation clause in their contracts.

40
New cards

This type of clause stipulates that, if______ rise beyond a certain amount, the owner is responsible for the cost increase.

material prices

41
New cards

Cost can be the primary driver during the evaluation phase, but there are other factors that can also come into play, such as_________.

availability, quality, experience of the suppliers, or sustainability of the materials

42
New cards

Before purchasing begins, the GC moves to _____

the submittals process.

43
New cards

Once the items are selected, contractors issue _________ to their suppliers, enabling them to begin fabrication or ship standard items. Specialty contractors rarely pay for materials upfront.

purchase orders

44
New cards

Successful procurement requires coordination of not just material delivery schedules, _________. For example, electrical components must be on site and ready for installation when the electrical contractor arrives.

but also contractor schedules

45
New cards

Receiving procured materials could involve arranging for________

specialty equipment for unloading and handling

46
New cards

During project closeout, _________ are the last step in the procurement process. All work requires approval from the owner, designers, and government officials that all components were acquired and installed according to both project specifications and building regulations.

final inspections

47
New cards

Advantages of Submittals

1. Clarity is increased.

2.  The construction contract is more orderly.

3. Both the contractor’s project management and the design professional’s and CM’s construction contract administration become more efficient.

4. During the design stage, design professionals may more-readily observe the omission of a necessary submittal from the list of required submittals and, conversely, can more-easily identify which submittals, if any, are unnecessary for the project.

5. During construction, project participants have greater understanding of each submittal’s purpose and, to a certain extent, when the submittal must be furnished by the contractor.

48
New cards

Name the types of submittals

Action Submittals

Informational Submittals

Closeout Submittals

Maintenance Materials Submittals

49
New cards

Action Submittals

Action Submittals are typically required prior to purchase and fabrication, and allow delivery of products to be incorporated into the permanent construction.

Each action submittal needs an express, written response from the design professional, who assigns each a disposition such as “approved,” “approved as noted,” “revise and resubmit,” and others.

Maintenance Materials Submittal

Maintenance Materials Submittals are documentation of the delivery to the owner or facility manager of spare parts, extra materials, and special tools required by the contract.

A specifications section’s list of required maintenance material submittals is typically the only location where the specific, required spare parts, extra materials, and tools are indicated for that section.

The, contract may require, or the contractor may request, written receipts from the owner or facility manager upon delivery of the physical items; such receipts are often the actual maintenance materials submittals furnished to the design professional or CMs.

54
New cards

Why are construction project meetings important?

Help ensure that all stakeholders are informed and aligned on project goals, timelines, and progress

Provide an opportunity to discuss and address issues before they become more significant problems

Facilitate collaboration and decision-making among team members and stakeholders

Provide a platform for risk identification and management

Help ensure that the project stays on track and within budget

55
New cards

Everyone has been to a meeting that could have been an email. In other words, a waste of time. Construction is no exception despite the critical role meetings play to level set on project planning and design, progress, and _______

construction project closeout.

56
New cards

What is a Preconstruction meeting?

A preconstruction meeting kicks off a project where key stakeholders review critical construction documents, meet the project team, and answer lingering questions to get everyone on the same page.

57
New cards

What is an Owner-Architect-Contractor (OAC) meeting?

These are regular meetings typically held by the project manager where the project progress is reviewed with the architect and owner. These often involve site visits to review project progress.

58
New cards

What are Site meetings and construction progress meetings?

Site meetings are typically weekly between various stakeholders completing work on the jobsite. These meetings help address project issues or blockers and improve communication across the site team.

59
New cards

What are Safety briefing and toolbox talks?

These meetings help reinforce safety on site. These are preventative conversations to identify and review safety hazards

60
New cards

What goes into a Pre-meeting Preparation?

Typically, whoever is slated to lead the meeting spends time leading up to it setting objectives, inviting essential participants, and establishing timelines and agendas. It’s their responsibility to make sure expectations are established and communicated for all meetings – whether they are virtual or in person.

If attendees understand the expectations and process for the new meeting style, they’ll be more inclined to engage and adapt to it.

61
New cards

What goes into Conducting a construction meeting?

The goals during the meeting include starting on time, staying on subject, encouraging participation, etc. Without a guide, though, meetings are less likely to stay on track and more likely to run over the allotted time.

62
New cards

Why are taking construction meeting minutes important?

Construction meeting minutes are an essential element of the process, as they create a record of what went on. While taking minutes isn’t new, it tends to get out of hand without tools to keep them on track.

People start to speak quickly, the agenda gets left behind, and the person taking the minutes gets distracted.

63
New cards

Why are Post-meeting follow-ups important?

After the meeting, it’s time to assign action items, review outcomes, and decisions, and send follow-up communications to stakeholders and their teams. Typically, this requires a lot of manual labor to get all the post-meeting ducks in a row. For that reason and others, having the right software on hand is best.
