Educational Incentive Program (EIP)
A scholarship program sponsored by the NYS Office of Children and Family Services (OCFS) designed to help child care providers pay for training and educational activities to improve child care quality.
Professional Development Program (PDP)
The entity at Rockefeller College, University at Albany, that administers the Educational Incentive Program scholarship.
EIP Coaching Scholarship Rate
Scholarships issued at a rate of up to 55 per coaching hour, with a maximum annual amount of 1,100.
Combined Coaching and Credentialed Training Max
The maximum amount an individual can receive in combined funding for coaching and credentialed training, which is 2,500.
EIP Eligibility Employment Requirement
Applicants must be a paid employee (or direct supervisor) in a NYS OCFS or NYC DOHMH registered or licensed program and part of the adult/child ratio.
Excluded Personnel from EIP
Volunteers, adjunct staff, consultants, staff not counted in the adult/child ratio, and staff from programs licensed by the NYS Department of Education.
Professional Development Specialist (Training Rate)
A specific trainer type for which EIP scholarship rates are issued at up to 35 per training hour, with a maximum annual award of 700.
Verified Trainer / Content Specialist (Training Rate)
Trainer types for which EIP scholarship rates are issued at up to 30 per training hour, with a maximum annual award of 600.
Downstate Counties
Counties including Nassau, Putnam, Rockland, Suffolk, Westchester, and NYC, which utilize a specific award eligibility income chart.
Regulatory Training Requirement
The NYS OCFS requirement for child care providers to complete 30 hours of training every two years across specific topic areas.
CPR/FA Scholarship (Online)
A scholarship of up to 95 for online Cardiopulmonary Resuscitation and First Aid training that includes a face-to-face skills testing component.
CPR/FA Scholarship (Classroom)

CDA Training Requirement
Documented completion of 120 hours of formal childhood education training with at least 10 training hours in each of the 8 CDA Competency Standards.
CDA Experience Requirement
Candidates must obtain 480 hours of experience working with children in the specific setting and age group within 3 years of applying.
CDA PD Specialist
A Professional Development Specialist responsible for conducting the CDA Verification Visit, reviewing the portfolio, and observing the candidate.
CDA Initial Application Fee Scholarship
An EIP scholarship award of up to 525 for the initial assessment application fee.
CDA Renewal Fee Scholarship
An EIP scholarship award of up to 250 for the CDA renewal fee.

The document required by EIP to verify household adjusted gross income and family size for scholarship eligibility.
